The Toledo Refinery's Community Advisory Panel (CAP) is a group of community members who meet quarterly with refinery representatives. Formed in 1999, its purpose is to promote better communication and understanding between the refinery and East Toledo and Oregon citizens on issues of mutual concern.

The CAP is an ongoing opportunity for the citizens to converse with Sunoco representatives, and for Sunoco to communicate directly to the community through open discussions. CAPs have proven to be successful in maintaining healthy dialogue between industries and the communities in which they are located. CAP members and Sunoco representatives discuss jobs, the environment, safety, emergency preparedness, community involvement, and any other topics CAP members may decide are important.
CAP members are volunteers who represent the full diversity of the East Toledo and Oregon communities, from neighbors to business to education to religion. Together, they provide feedback to plant management on ways to improve communications with the community. Minutes from CAP meetings, as well as a membership roster are included here.
