“D” Wastes
Wastes considered hazardous by virtue of one or more of the following characteristics: Flammability, Corrosivity, Reactivity or Toxicity
Dangerous Substances or devices
Any material, substance or item that reasonably has the potential to cause a transportation security incident.
Deasphalter
A process of removing asphaltic materials from reduced crude oil by using liquid propane to dissolve non-asphalt compounds.
Desulfurization
A chemical treatment to remove sulfur or sulfur compounds from crude oil (hydrocarbons).

DOS
Declaration of Security, an agreement to be executed between the responsible Vessel Security Officer and Security Officer, and provides a means for ensuring that the critical security concerns are properly addressed and security will remain in place throughout the time a vessel is moored to the facility. Security for the facility is properly addresses by delineating the responsibilities for security arrangements and procedures between a vessel and the facility.

Drills and Exercises
Frequent and detailed training conducted by the port facility to ensure that personnel are proficient in all assigned security duties, at all security levels, and to identify any security related deficiencies, which need to be addressed. Exercises are comprehensive training events that involve most of the items noted in Section 1.11 of this enclosure. Drills are more frequent but less comprehensive than exercises and are used to maintain a high level of security readiness.
