FACA
Federal Advisory Committee Act – federal legislation providing for the establishment of adversary bodies to federal agencies (such as the Clean Air Act Advisory Council)

Facility
All contiguous structures or facilities located in, on, under or adjacent to any waters of the United States. Note: May differ depending on Regulation

Facility Self-Inspections
Documented self-evaluations (done by the facility or unit as compared to being done by the Corporate HES Auditing group) that check the compliance status or implementation of legal and other requirements and/or implementation of elements of the management systems. Self-Inspections may be conducted by personnel internal to or who support the operations being evaluated. Self-Inspections may be referred to by other names unique to a facility or operation, including “self-testing”. Self-Inspections may utilize checklists or other guidance or documentation tools.

FCCU
Fluidized Catalytic Cracking Unit , which consists of three parts: the reactor where catalyst reacts with product to break it into lighter components; the Regenerator where the catalyst is regenerated by burning off the coke (also called carbon); and the separation section where the products are separated into different streams (diesel type, gasoline, gases etc). The overall process is a catalytic process.

Ferry
A vessel which is limited in its use to the carriage of deck passengers or vehicles or both, operates on a short run on a frequent schedule between two or more points over the most direct water route, other than in ocean or coastwise service.

Field Auditor
A Sunoco employee who normally works in a health and safety or environmental position at a field location and is selected to participate in a facility audit based on his/her experience and knowledge.

FIFRA
Federal Insecticide, Fungicide, Rodenticide Act – federal law authorizing EPA to register or license pesticides for use in the Unite States. Pesticides must be registered both by EPA and the state before distribution.

FOM
Field Operations Manual, the answer book for OSHA inspection procedures, citation write-up, and penalty calculations.

Foreign Vessel
A vessel of foreign registry or a vessel operated under the authority of a country, except the U.S. that is engaged in commerce.

FSA
Facility Security Assessment, an analysis that examines and evaluates the infrastructure and operations of the facility taking into account possible threats, vulnerabilities, consequences and existing protective measures, procedures and operations.

FSO
Facility Security Officer, means the person designated as responsible for the development, implementation, revision and maintenance of the facility security plan and for liaison with the COTP and Company and Vessel Security Officers.

FSP
Facility Security Plan, means a plan developed to ensure the application of measures designed to protect the facility and vessels, their cargoes and persons on board from the risks of a security incident.

FTS
Federal Telephone System, the government’s own phone system.

Fugitive Emissions
TRI releases to the air that are not released through stacks, vents, ducts, pipes, or any other confined air stream. Reported in pounds.

FWPCA
Federal Water Pollution Control Act
