OCS Facility

Any artificial island, installation or other complex of one or more structures permanently or temporarily attached to the subsoil or seabed of the OCS, erected for the purpose of exploring for, developing or producing oil, natural gas or mineral resources. This definition includes all mobile offshore drilling units (MODU’S) not covering under part 104, when attached to the subsoil or seabed of offshore locations, but does not include deepwater ports, as defined in 33 U.C.S. 1502, or pipelines.

Opacity

The amount of light obscured by particulate pollution in the air; clear window glass has zero opacity; a brick wall is 100 percent opaque. Opacity is an indicator of changes in performance of particulate control systems.

An individual who holds a licensed described in 46 CFR 15.805(a)(5) or 46 CFR 15.810(d).

OSHA Incident Rate

The number of injuries and/or illnesses or lost workdays per 100 full-time employees per year or 200,000 hours of exposure. Incident rate = (# of injuries and illnesses x 200,000)/Total person-hours worked.

Owner or Operator

May differs depending on regulation: 33 CFR - a person or entity that owns or maintains operational control over any facility, vessel or OCS facility subject to this chapter, 0 CFR - any person who owns, leases, operates, controls, or supervises an affected facility or a stationary source of which an affected facility is a part.

Ozone

A reactive form of oxygen which at ground level is harmful to plants and animals. In the upper atmosphere it acts as a beneficial filter for ultraviolet radiation, but is destroyed by halons and CFCs. At ground level it is produced by reactions between VOCs and NOx and is a constituent of photochemical smog, which makes it an irritant and can cause breathing difficulties.

Ozone Precursors

Chemical compounds, such as carbon monoxide, methane, nonmethane hydrocarbons, and nitrogen oxides, which in the presence of solar radiation react with other chemical compounds to form ozone.
